Operator of Uninspected Passenger Vessels (OUPV) License course. A U.S. Coast Guard OUPV license is required for anyone operating a vessel carrying up to six passengers and crew for hire. This license is sometimes referred to as a Six Pack (six passengers) or Charter Boat license. Course subjects include: navigation rules and regulations, chart navigation, seamanship, lifesaving, and firefighting. Students who successfully complete this course do not have to take the U.S. Coast Guard examinations at a Regional Exam Center.
